Buildings like suburbs, apartments, motels and trailer parks each provide 2 houses for survivors to live in. Large suburbs can fit 4. The blue bar on the left with the survivor head shows how many survivors you have vs how many houses. If the bar is totally full, you won't be able to recruit any new survivors until you build or reclaim more houses for them.
